FY2025 EB-5 Unreserved Category Visa Numbers Reached

According to the latest announcement by the U.S. Department of State, the annual limit for EB-5 “Unreserved Category” visas in Fiscal Year 2025 has been reached. This means that U.S. consulates and embassies worldwide will no longer issue visas under this category until the end of the fiscal year (September 30, 2025).
Under the Immigration and Nationality Act (INA § 203(b)(5)), the EB-5 program is allocated 7.1% of the worldwide employment-based visa numbers each year. Of this, 68% are reserved for the “Unreserved” category (C5, T5, I5, R5, RU, NU). Since the quota has been exhausted, no additional unreserved EB-5 visas will be issued until October 1, 2025, when the new FY2026 allocations become available.
It is important to note that this update only applies to the Unreserved category. The reserved visa set-asides (for rural, high-unemployment, and infrastructure projects) may still have availability. Applicants should closely follow updates from both the Department of State (DOS) and U.S. Citizenship and Immigration Services (USCIS).
